I really wonder if it's all about how many times you actually vote. I've heard you can cast 20 votes from one phone number? As i know the Eastern Europeans, they cast like 20 votes from EACH phone the've got)))) Land line or mobile. As I had to vote for Ruslana in 2004, I was dialing the number with two phones constantly until the countdown stopped. Some of other countries I liked got couple of votes from me, not many though... the phone bill was like OMG :-0 (it's in Grmany), but heck, Ruslana has won and that was the least I could do
So, i guess it's even more extreme in the Balkan countries. Are their calls cheaper?
